As yet there are no processing facilities on East Timor, and East Timor has not even agreed to anything.
Australia already has facilities on Nauru, and Nauru has been happy, previously to benefit economically from the arrangement.
It could be ages before any people are sent to Timor (if indeed, any do get sent there), but they could be sent, very quickly to Nauru..
As it is, Sri Lanka would be happy to accept the tamils back. I suggest that two planes are sent to Christmas Island, The Sri Lankans are told that they are going to be housed in the Sheraton (see the smiling, happy faces, as they get on the plane) - but then fly the planes to Sri Lanka. That would send a strong message.
