Well you have to think about what moves price ... order flow. To increase interest in the company (buy orders) they need to start showing revenue, the licenses in Canada need to happen, and we'd also like to see more orders of their products. What I'd like to see is a sustained rise in price that corresponds to good news coming from the company over the next 6-12 months.

The spikes are dubious, but not out of character for companies that don't have any revenue, a track record, and where it's hard to know the actual value based on income. The same thing happened all the time with mining stocks during the boom.

This is a speculative stock so the moves in price at sharp and volatile, matched with periods of relative inactivity. Why? Because each news item makes or breaks the company. If these guys come out with the news that they have licensed in Canada, or have sold all their product and expect to increase production to match demand, then you'll see a sharp price rise to reflect the new information. The same will happen if the license gets rejected or noone wants to buy their products.

In any case, its a guessing game right now.
