They work to their own time and if something isn't dealt with one day it sits until the next and so on and so on.
Not relevant in this case but even Executive Council usually only meets once a week so any legislation or regulations that need the Governor's signature just pile up until they get through what already needs signing.
If not done, it sits until the next meeting date.
Bowler probably doesn't even have the recommendations from his department in yet, when he does finally get it he will probably have Crown Law dept. check it over and some time months later he will get an answer.
That's before any political ramifications are taken into account.
The fate of the punters out in six pack land will be the very last consideration, sadly.
