Greenies would have a fit and create a political storm the Andrews Gov can well do without not to mention community sentiment is different these days to 30 years ago. Highly unlikely I would say. The attached link is from the Federal Dept of Environment and Energy and it gives an outline of the regulation around dumping at sea. Extremely doubtful it would ever get approved.
