I think the point that ur missing, is that it was an unusual time and its unlikely to be repeated again, possibly for many, many decades.

Many business changed there normal business practices to accommodate the stresses that confronted the community …banks deferred payments etc.

But some resources companies still stuck to there normal payout ratio and bad habits ….this should have been a time to prove to society that we are proud corporate citizens and distribute our surplus cash to the majority of the shareholders with an abnormal payments of dividends.
