To answer 2 of your queries - BM has stated that there are no Native Title issues (Crown land) or other impediments to production (environmental impact etc - due to the nature of the resource and the landscape.)
So, the only question is if VRX can the sell enough sand to cover the cost of buying the equipment? Duh - yes!
I can't speak to your item about the integrity of the present company, but they seen ok to me.
Lets get that $20billion of sand on ships asap!
