He's referenced strategic partners many times and ongoing dialog as I don't believe it is possible without them. For example EcoPro is only really interested in the downstream project so they would be the first to commit IMO and it will be all part of the PFS as I understand it.
EcoPro have most likely pressed for far greater project scale and hence why the Upstream PFS was pushed out to build a much larger proven resource (15-20 year mine life) as well as the Trafigura deal. However, with 4 trains there's room for a few more partners.
