I think this is a joke.The real-estate agent and the property owner can determine between themselves a rent increase without any discussion with the tenant. The tenent who is on the boarder line of financial collapse, is not able to put a case forward regarding the impact upon their tendency. The outcome is not being able to sign a new lease. Then having to find a lower quality rental. Resigned to the uncertainty of how long you will live in the new residence before the rent goes up.
