The fact is that the property owner has always discussed with the real-estate agent what is considered to be a market rate rental. Once the tenant is advised of the new lease rental the tenant can either 1) negotiate a low rate 2) agree to pay the new rental rate or 3) Leave and find alternate accommodation.
Although Socialists would prefer the Greens suggestion.
Greens’ housing solution: hire 1000 public servants and slug landlords

The Greens want to hire another 1000 public servants and create fines of nearly $80,000 for dodgy landlords and real estate agents under the party’s latest populist housing policy push, which could duplicate powers held by state and territory governments.
The minor party wants a new National Renters Protection Authority that would run inspections and investigations of real estate companies and property owners, and would have the power to refer serious offenders for prosecution and face big fines. The policy would cost $200 million a year.

The housing policy announcement late on Sunday comes after Greens leader Adam Bandt last week declared the party would demand “Robin Hood reforms” to impose super-taxes on miners, banks and other large companies worth $514 billion over 10 years.
That announcement prompted Commonwealth Bank chief executive Matt Comyn to condemn what he called performative populist policies on all sides of politics, and other business leaders to express concern that corporations are being unfairly dragged into political debates for partisan purposes.
