Thanks for the reply. My (limited) understanding is that US voters must apply for an absentee ballot before each election? Is that not correct?
(If approved, their ballot paper is then mailed out to them by the electoral authority. The person completes it and mails it back? Some people, such as those with a disability, can apply for a permanent postal vote.)
