Democrats from coal producing states demanded it. It cannot pass without the support of these Democrats. Right now Most Americans are all for CO2 reduction and America is doing very well. Conversion of Coal to RAW NG has lowered Elec prices and reduces CO2. But as more EVs are on the road Gas will drop and Elec will go up then people will feel pain and not be so encouraging.
