By the way, you don't seem to even know what gravity concentration is. Still, you shouldn't need to to understand it's an added processing expense. It's not going to make the flotation stage cheaper. It's capex/opex for the same throughput.
Also, you seem to be completely unaware that the process will be detrimental to REE recovery from already-depressed REE grade material.
