I dunno....
If I was facing a huge tax bill, and I was going to have to sell some PXS to pay the bill (either pre or post approval), I think I'd have done exactly what he did. By selling when he did, he certainly limited his upside on a positive announcement, but eliminated the risk of having to sell post a share price crash.
