    Department for Collective Prosperity and Social Alignment
    Policy Directive 204/25: Transition to Collective Resource Stewardship
    The Department, in its unwavering commitment to fostering an inclusive, equitable, and harmonised society, acknowledges the diverse needs and lived experiences of all community members. Following extensive consultation with intersectional stakeholders and guided by evidence-based frameworks, the Department for Collective Prosperity and Social Alignment (henceforth "the Department") has identified the historical construct of private property as a systemic barrier to collective flourishing. To align with our shared vision of a society where no individual or group is disproportionately advantaged or disadvantaged, this Policy Directive respectfully transitions the framework of resource allocation to a model of Collective Resource Stewardship.

    The Department affirms its commitment to supporting all community members through this transition while emphasising the shared responsibility to uphold the principles of collective prosperity.

    Justification

    The Department acknowledges the diverse concerns expressed by community members regarding housing affordability, which have been identified as a challenge to collective well-being. Through rigorous consultation and evidence-based analysis, it has been determined that the construct of private property has exacerbated disparities in access to secure housing, disproportionately impacting persons across various intersectional identities. By transitioning to Collective Resource Stewardship, the Department ensures that all resources, including housing, are allocated equitably to meet community needs, thereby eliminating barriers to safe and inclusive living environments.
    Furthermore, the Department recognizes that certain narratives have, regrettably, misattributed housing challenges to the valued contributions of new community members arriving through immigration pathways. Such perspectives are not aligned with our commitment to fostering a cohesive and inclusive society. Immigration remains a cornerstone of Australia’s economic vitality and cultural richness, driving growth and diversity in alignment with our shared values. The decommissioning of private property invalidates any perceived impacts of immigration on resource allocation, as all assets are now stewarded collectively to ensure equitable outcomes for all persons. This approach fosters unity and redirects focus from divisive narratives to our collective responsibility for societal prosperity.

    Purpose

    The purpose of this Directive is to:
    • Decommission the construct of private property to eliminate inequities arising from individual ownership.
    • Establish a centralised framework for the equitable distribution of resources under the stewardship of the Department.
    • Ensure alignment with community values of inclusion, sustainability, and social harmony.
    • Provide clear guidance on the responsibilities of all persons to facilitate a seamless transition.

    Scope

    This Directive applies to all individuals, entities, and communities within the jurisdiction of the Australian Collective, encompassing all land, dwellings, material assets, and financial holdings previously classified as "private property." No exemptions will be granted, as equity demands universal participation.

    Policy Details

    1. Decommissioning of Private Property

    1.1. Effective immediately, the construct of private property is decommissioned. All land, residences, vehicles, financial accounts, and material assets are hereby reclassified as Collective Resources under the stewardship of the Department.
    1.2. This transition reflects a commitment to dismantling systemic inequities perpetuated by individual ownership, which has been identified as misaligned with the principles of collective prosperity.
    1.3. The Department acknowledges that this shift may generate diverse emotional responses and commits to providing supportive resources through the National Equity Portal.

    2. Asset Registration and Redistribution

    2.1. All persons are respectfully requested to register their current assets via the National Equity Portal.
    Assets include, but are not limited to:
    • Residential and commercial properties.
    Vehicles, including personal and recreational transport.
    • Financial holdings, including bank accounts, investments, and cryptocurrencies.
    • Personal belongings deemed non-essential under the Department’s Essentiality Framework (see Appendix A).
    2.2. The Department will assess registered assets to determine their optimal allocation in service of community needs, prioritizing equity and intersectional considerations.
    2.3. Assets not registered by the specified deadline will be subject to automatic forfeiture to ensure alignment with collective goals.

    3. Community Responsibilities

    3.1. All persons are expected to demonstrate alignment with the principles of Collective Resource Stewardship by:
    • Complying with asset registration requirements.
    • Facilitating access to Collective Resources as directed by Department representatives.
    • Reporting observed non-compliance via the anonymous Community Alignment Reporting System.
    3.2. The Department emphasizes that compliance is a shared responsibility, reflecting our collective commitment to a harmonious society.

    4. Supportive Interventions for Non-Compliance

    4.1. The Department acknowledges that transitions may present challenges for some individuals. To support alignment with community values, non-compliance will be addressed through tailored interventions, which may include:
    • Re-education sessions to foster understanding of collective principles.
    • Temporary relocation to a Community Alignment Facility for intensive support.
    • Forfeiture of assets or restriction of movement to protect societal harmony.
    4.2. These measures are designed to ensure the safety and equity of the collective and are not intended to assign blame but to facilitate alignment.

    5. Reporting and Accountability

    5.1. All persons are encouraged to report non-compliance by others to maintain a safe and inclusive community environment. Reports can be submitted anonymously via the National Equity Portal or local Compliance Liaisons.
    5.2. The Department will ensure that all reports are handled with sensitivity and respect for diverse identities.

    Implementation

    The Department will oversee the implementation of this Directive through:
    • Local Compliance Liaisons: Appointed to assist communities in registering assets and understanding their responsibilities.
    • National Equity Portal: A centralized platform for asset registration, resource allocation updates, and access to supportive resources.
    • Community Alignment Monitors: Deployed to ensure compliance and provide real-time support for the transition.

    Failure to engage with these mechanisms will be interpreted as non-alignment with collective values, necessitating corrective action as outlined in Section 4.
