AIMO of course, but it is how I understand the puzzle and the reason Nigel is peefed off to the extreme with the ML progress.

I suppose the DRC Govt have an excuse for the delaying of the ML with this DRC Battery Forum and bringing together the key partners to sign the pledge as the next tweet shows the extent of the Partnership collaboration with Powerful Financial Institutions & Technical

Then there was the timing for this just after COP26 in Glasgow finished on the 12th 2wks ago
personally I wouldnt b selling the 15% interest in Manono if I were the DRC Govt there is $270B worth of Battery precursors & Battery chain value to be made,,, i would want a little bit more (keep) my pie bit of this lucrative Battery EV Industry
