There are no checks and balances in the DRC , just get in a position of power and be as corrupt as you can .
The Chinese will organise of what matters are important to be corrupt on ie (Manono) .
As there is no accountability ie ( Toothless IGF ) even Presidents pretend all things are proper .
Then a President says just before his election he might consider Prosecurital powers for the IGF , as he ignores major corruption laid before him by the IGF .
