I don't think it's a good idea to pin point when an announcement will come, as you could only be disappointed or disappoint others. Basically it will come when they have all the information they need.
As I've mentioned before, I think they will proceed, but being in the DRC anything could happen so keep that in mind.
High risk high return IMO.
