Joking aside.. its done when its actually done. Sounds like it is done from what that post says, apart from final approval from both parties of course.
Even if it is truely done, any reason for it to be undone.. like war or whatever and its gonna be undone real fast. Thats not a risk the usa would want hanging over their heads from a strategic point of view for very long. Recent events would be emphasizing that even more so I'd say, so I be surprised if they werent looking in other places for suppliers. They did make a big deal of the rare earths in Ukriane a few months back after all.
