To hazard a guess which won't help you of course, (might be worth a query to MB), we may not have even got a look in and I quote from the article;
"This is our mantra: Buy American and hire American."
Thus there might be pressure on US companies to keep things in house where they can. Jury is still out on how that will pan out, re: labour cost etc although in saying that, this may be offset somewhat by tax concessions or some form of financial incentive for locally domiciled companies to employ locally.
Just a guess though and IMHO.
