Unfortunately I have zero years in offshore drilling experience John...mine is in observing human behaviour and what motivates people to do and say things , which is unlikely to help with dredging solutions , but does help sometimes when investing.
I would look to someone with your background to be able to help us with the solution.
KLMARC'S suggestion looked sensible to me.
