It's more just timeframe, there's still quite a few weeks to go for drilling and results as well as the Cobalt due diligence. When there's lots of time, people don't want to be buying up thinking they'll be waiting ages and RMX has had a habit now of delays on timeframes.
It's spiked to 4.8c a few times on the drilling hype etc. but doesn't sustain when interest fades and traders sell off to move off to something that's moving.
Compared to many other peers of lithium and just mining in general a $20mMC is quite normal for stocks to launch from before drilling results.
Not long ago KSN went from a $13mMC to $30mMC in a few weeks purely on the hype of drilling results due and same with a number of other stocks, just how the market works more often than not.
General markets have started picking up, but the small caps sector has yet to see the money flow back that left a few months ago, it's started to slowly but once it comes back in properly the small caps will start getting more interest and RMX in turn will benefit from that.

Drilling results due in May (likely mid to end)
Cobalt Due Diligence ongoing for the DRC project - few more weeks for that.
Plenty of news flow but also still a lot of time and in the markets a few weeks is a while for some. I think we'll see it start moving up as drill results get closer to being released.
