Yep, Reward's sole focus last year - they seem to struggle doing more than one thing at a time... and everything takes much longer. They like making a big song and dance about these sorts of things to distract their loyal followers (such as yourself) from the complete lack of progress in all other areas of the project.
I presume AMN will (like all other companies?) evaluate suitable water sources concurrent with other activities. Panda - don't be alarmed when it's not the only thing they have to talk about (and when every other company does it quicker and cheaper)
