In this context 'domestic users' does not mean 'residential customers'. It means 'all users of gas in WA' as distinct from export to overseas customers.
You can be reasonably certain that dark forces who own newspapers will try to turn this event to their advantage, along the lines of "Alcoa is closing Kwinana because of ongoing domestic gas supply problems - therefore we must not allow export of our precious onshore gas". Except for already approved exports, of course.
