If the source is valid and the mayor of the town has announced that drilling will start in January, I wouldn't take that literally. He's the major of a drought ridden town in Somalia after all. My reading was that an advanced party might be arriving next week which is positive - it shows that Africa Oil are not focused on their other operations only.
