By 'not necessarily' I was referring to if something else is putting upward pressure on price - for example announcing great, or any results at all.
In the absence of any such counter-weight then definitely issuing more shares is negative for the share price.
Continually issuing them and diluting over 40% every year will cripple it and eventually kill the company.
