The BOP's are at the bottom of the riser (the big pipe that the drilling fluid and cuttings travel up from the sea floor to the rig) and is connected to the wellhead on the seafloor.
These days you can get BOP's that actually sit on the rig at surface, but in this case, they will be using the old fashioned sea-floor unit.
