I am not so certain, The LME price is set by supply and demand, irrespective of the cost to extract. I Ore prices are set the same way.

Other countries may view this tax as a way to encourage investment dollars and boost their economies. Canada is already saying that this proposed tax is good for them.

Investment capital is liquid and will flow to the place of best return. I am not certain that the argument is deeply flawed. I arrange my finances to minimise my tax. Why wouldn't companies?
