"on what grounds do they recommend..... sell"
On the grounds that the stop loss was triggered and nothing has been delivered since the buy recommendation. What reason is there to buy a stock that will continue to stagnate for at least another month?
They did however mention to keep it on the radar for 2010, so the sell recommendation was slightly offset by elements of optimism
