Couple of things:
This stock is so tightly held that any interest (or dis-interest) moves the price quite a bit. Buyers know that the drilling commences soon and if you want a decent slice of the pie it can take time to aquire the volume you want, so they're getting in early.
The company has about $1,250,000.00 in the bank, so they're not on the bones of their backsides. I don't know what it costs to do the drilling they have in mind but I would guess that a million bucks will get them started.
