I did a bit of research. It would appear that the legislation has changed quite a bit.
Stills now come under the "Excise Act 1901"
Here is the relevant section: link to Act

Maybe its not illegal if the still is under five litre in capacity.

Then there a probably numerous other bits of legislation, including state and local laws to deal with.
So good luck on that one if anyone wants to work out whether it's illegal or not illegal to have and operate an alcohol still.
