Kazakhs new trading house and stated policy of having a bigger spot market will only work if there are transparent and significant inventory levels, something similar to LME warehouses. If they intend to stock such a warehouse, now would be the perfect time to start doing it. Kazatomprom could divert some of it's production to such a warehouse and, given low uranium storage costs ($0.25 per lb per year) and expected big increase in U price in say 2 years time, would be a big winner for them. I'm only surmising but it looks like an obvious move.
