Change the law If an immigrant from any country including NZ commits an offence within the first 5 years extradite them to New Guinea or Fiji on the first strike and within that law make it that they need to take two other relatives with them, just as they were sponsored by two relatives for references . I can assure you the crime rate by immigrants would then be self policed and be at a very low rate.
