I think a system where the immigrants receive a probationary resident visa for a period of say 5-10yrs and then can apply for citizenship at the end of that period if they've proved to be law abiding residents. The parents would take responsibility for any problems caused by underage family members and both would have the visas cancelled in this case.

This would be used in conjunction with an initial educational period to clearly teach the laws and values of the Australian society to show what is expected of them. Things like repect for women, religeous tolerance and acceptance, littering, etc etc..
