Observation over a period of time may reveal the "rules". May people refuse to drive in Rome, or Paris, but once you've sussed them out, it's easy.
In Rome, for example, if you use a zebra crossing, don't expect the traffic to stop. Walk across in a measured manner and everyone will miss you. DON'T STOP, whatever you do, or you may get hit as someone has expected you to keep going.
And if you are in the wrong lane in heavy traffic, just put on your indicator and wait for someone to let you through. Likewise, be polite and do so to others.
Otherwise drive like a bat out of hell.
