I'm not sure if its a matter of BLR not 'doing their homework'...
From the Canon City Daily Record: "The Colorado Division of Reclamation, Mining and Safety issued three Notices of Intent to conduct prospecting, and BRM began drilling test holes last year. Because of confusion surrounding county regulations, the company was not told a conditional use permit also was required."
Seems like its a brave new world for some over there. There are landowners for and against the mining of their land ... and county officials getting their heads around the complex, regulartory requirements.
BLR is still a speccie, one of the things we are speculating on is their ability to navigate the bureaucracy.
