Yes, if you have the ability to monitor the market and swoop the moment an order appears at the price you want then this is clearly what you would do. But retail investors don't always have that ability. So in that sense retail investors are a bit like rabbits in the headlight beam.
But back to the original point by @hc00 , given that daily volumes are between 10 and 30 million, and a fair percentage of this will be retail investors taking up an opportunity denied to them by the company to load up a this price, how can anybody be so certain that a given line is "fake"?
