Depends on power of the EMP, distance car is away from EMP, and whether or not electronic circuitry in car is enclosed in some type of protection like a metal box which acts like a faraday cage (google if you need further definition). Regardless we will never know unless this incident is declassified 20 yrs from now lol. Good discussion tho.
