The commercial venues/VIP residences would only be able to use the detection-only RFZero, so they'd need a security team to hunt down the operator/throw things at the drone, right? I expect the properazzi would still have plenty of time to invade privacy.
The systems that provide countermeasures would require an exemption from the ACMA, doable for infrastructure and special events but probably not for mere people.
