Because that treeline is not populated with civilians - it's being used as cover by Russian soldiers..
There's nothing particularly novel about air-dropped incendiary munitions (the drone is the only new part)... and their usage isn't outright prohibited under International Humanitarian Law; however, it is a violation to use them in population centres - which btw Russia is alleged to done in Mariupol in 2022.
anyway i get what you mean, but the purpose is not explicitly for it to be a more cruel / painful way to die (read the "Why the new tactic is important" part)
