They were simply playing catchup with the market. My feeling is that it is almost impossible to forecast metal consumption and the market may be your only guide.

Also, JPMorgan analysts recently said that aluminium will start replacing copper. As an electrical engineer, I can tell you that this is simply wrong. There are a whole host of engineering issues that will stop this happening.
