He claimed the sharing of the report to certain media outlets before it was seen by the ACT government had denied him procedural fairness.

Fancy that. Still it's been suggested in The Aus that the release of the report by Sodonchroff to media before others, albeit with a stipulated embargo, was to nullify the chance of a redacted version being released by the ACT.
