Just a correction(or change of view after further research)

I now have less confidence that low ash Vic LV coal would replace the very poor quality high ash Indian lignite.

I have changed my view because I now realise Coal India has billions of tonnes of very cheap low quality thermal coal which will undergo mandatory beneficiation to reduce ash and then be burnt in India's new "clean coal" SC & USC plants.

I still believe Vic's high quality low ash coal has a future in value added products from which Mantle may benefit in the future.
