To DST other zones would require blowing holes out through the casing with explosives.

They would then have to re-case over these or fill them with cement = Big delays.

They will only DST the higher levels if needed - they would aim to produce from the lower levels first, then plug the lower levels off once finished producing and then test the higher levels.

If Leadville turns out to have lots of gas or there is lots of gas lower they may not open up the higher levels for years.
