TBE, you seem to understand "front running" better than the regulators and journalists.

I think that one of the reasons why there is little interest in changing HFT is that the "front running" is sold as being the result of smart algorithms, and their advantage is due to smarts rather than the reality that the HFT operators have access to information that others do not - HFT operators actually get to know of orders before they are actioned.

I do not know whether the explanation is that the (ASX, and other exchanges to do HFT) software is simply not transactional, or the HFT operators are actually offered information ahead of others (who do not pay).
