They use a dog at Darling Harbour and on some navy vessels in port
Full employees' jackets and badges etc
Also, a possibility would be to have a mock bird of prey
hanging in attack mode.
I have heaps of wild bird friends which I feed (many species)
and they all keep an eye out and freak out
when a bird of prey is in the sky
Might work with seagulls???
