Im a network and software engineer. Trust me, it isn't the connection speed. The real time trading data is coming in the whole time and I have to sit and watch the my target price disappear in one direction or the other while it 'authorises' my trade . It appears to be a broker processing policy to vet certain trades ( they won't tell me what flags them as requiring authorisation ) . Some trades go through within 10's of seconds but most seem to be 1-5 minutes and some longer .
