Sorry, there is most certainly dilution for current shareholders here. A dual listed entity shares the earnings and risks of the entity but remains two as separate listed vehicles on two separate exchanges.
For example, 50m shares on ASX and 50m shares issued on Frankfurt. Lets say, AUD$100m of earnings by CKK. This is now split $50m to ASX listed entity and $50m to Frankfurt listing.
This is really just another form of capital raising in disguise folk.
