Plan for NASDAQ is long term. 2019-2020 is planned time horizon as EMC wants to strongly meet the listing criteria and not just meet the minimum criteria and peter out. Could be earlier if WaaS and China are a hit sooner than expected.
I'm generally not a fan of dual-listings as most companies do it for vanity and not because they are building value.
