I don't think so. The European economy is so stuffed and with Greece dragging it down further, I expect to see more lows.
Greece is currently offering 26% interest rate return to loan money over 5 years. But I guarantee it won't be secured.
Greece is sinking that fast it will become the new atlantis . And greece is not the only economy struggling.
