I think that comment means that ARR is reflective of all contracts agreed and signed as at the date each quarterly is published. However due to the lag in the billing process, whereby invoices are billed at the end of a billing cycle and then sometimes paid a number of days after that, there is a lag in ARR matching / converting to revenue and cash receipts.
In saying that, I still anticipate a quarterly increase in ARR in the order of $5.5m based on recent reaffirmations but management that they anticipate growth to accelerate, with BT and Optus potentially being immediately accretive.
